Development is an ever-changing step towards achieving some goal and the optimum realization of the well-being of people in their communities It is not an absolute but a relative term because it is difficult to measure, especially as a particular activity may be considered development or a step forward in a particular society, but it may not be so considered in another society.

Development is very much related with aspirations and expectations of the people. It is interaction of the people with the natural resources available to them. Quite often, development is viewed as some dynamic change of society from one stage to another without assuming that it is the final stage. Marsh conceived the concept as huge changes in the lives of people and societies and a progression from one condition to another; that is, from underdevelopment to development.

Development in the whole gamut of change by which an entire social system turned to the diverse basic needs and desires of individuals and social groups within that system, moves away from a condition of life widely perceived as unsatisfactory towards a situation or condition of life regarded as materially and spiritually better.

Planning on the other hand is a technique, a means to an end being the realization of certain predetermined and well defined objectives laid down by central planning authority Jhingan Planning is deciding what to do, how to do it and who is to do it Koontz et al.

Development plan can be viewed in different perspectives. For instance, it can be viewed in the perspective of Professional Development Plan PDP , which it is a short planning document that examines government Continuing Professional Development CPD needs which looks at how these needs might be met, and lists objectives for the future. Such development plan helps to structure and focus the training needs and should address such points as: where am I now?

Where am I going? How am I going to get there? The development plan guides and informs day-today decisions as to whether or not planning permission should be granted, under the system known as Development Control. Development plan is a long- term programme designed to effect some permanent structural changes in the economy which is connected with the involvement of the government in the economy whereby it sets out objectives about the way it wants the economy to develop in the future and then intervenes to try to achieve those objectives UNDP Development planning is necessary because since development is neither accidental nor does it take place naturally and quickly of its own accord, it is expedient to plan it deliberately Development planning involves processes which ensure that national policies and strategies are realized and development concerns at all levels are fully integrated into the overall national development thrusts Datta Development Planning Efforts in Nigeria Nigeria as a country has gone through different development plans since her independence.

These Nigerian pre-independence development plans included economic forecasts, policies towards the private sector, and a list of proposed public expenditures. Generally, these Plans failed to constitute commitments by public department to spend funds.

Although, Nigerian political leaders made decisions about general objectives and priorities for the first plan, foreign economists were the main authors of the actual document. When the word development comes to mind, you think of growth, change for the better, advancement, significant progress and such. These require a set of actions, intended steps, usually related of course to bring about the said development.

There has to be a plan; a development plan. Most countries have one. Every country should have one, most especially developing countries like Nigeria. These words however do not come to mind when you think of Nigeria. Is it that there is no development plan? Oh there is and there has always been. What then is the problem?

Why does it seem like there is no development plan in place? That is what this article is about. First, let us define development plan. Note that it could be viewed in many different ways. From the above however, we can deduct development plan to be strategic goals well stated by a person, organization or a country to be met within a specified time frame that results in significant growth. Now for a country like Nigeria, this means deliberate actions taken by the government and the masses to cause change for the better in all sectors of the economy.

It is the year , and it looks as though the country is still where it was at the inception of the plna. Enough emphasis cannot be placed on the role proper population census has to play in a good development plan. The figures which should help the government for effective planning are sometimes manipulated for political gain. Asides this is also the issue of inadequate equipment and manpower which greatly undermines the effectiveness of the federal office of statistics.

Conflicts between federal and state governments in planning objectives can be a major distortion of the national development plan itself. With new elections come new government officials. This is a major problem since most of these projects geared towards development hardly ever come to completion before there is another change in power.
